Punjab Chief Minister Bhagwant Singh Mann vehemently argued before the Ravi Beas Water Tribunal that the state has no water to share with other states. The Chief Minister told the Tribunal represented by Chairman Justice Vineet Saran, Members Justice P Naveen Rao and Justice Suman Shyam, and Registrar Rita Chopra that the state has no water to share with other states and will not share a drop. He claimed Punjab has no surplus water to share with other states and must reassess water availability according to international standards. Bhagwant Singh Mann urged the Tribunal, which is visiting the state for a Ravi water system site visit, to give the people justice. The Chief Minister said Punjab had 76.5% overexploited blocks (117 out of 153) with ground water extraction above 100%, while Haryana has 61.5% (88 out of 143). He claimed the state needs more water for cultivation because most of its river resources have dried up. However, Bhagwant Singh Mann said the situation is so dire that Punjab is giving food growers with little water. The Chief Minister stated sharing water with other states is impossible in such a situation. He said the state government has emphatically raised the issue of water shortages on every platform and that protecting future generations' rights is crucial. Bhagwant Singh Mann said the Punjab administration must protect the state and its people by all means and leave no stone unturned. The Chief Minister informed the Tribunal that the Yamuna, Ravi, and Beas rivers flowed through Punjab before reorganization, but Yamuna waters were not considered when apportioning river waters between Punjab and Haryana. He stated that the state has requested its participation in Yamuna water allocation negotiations, but our plea has been denied because Punjab is not in the basin. Bhagwant Singh Mann said that Haryana is not the basin state of the rivers Ravi and Beas, but Punjab is forced to share their waters with Haryana. If Haryana gets Ravi-Beas waters as a successor state of Punjab, then Yamuna waters should also be shared. He stated great Gurus, saints, seers, and martyrs have left their mark on this precious land, showing us how to fight tyranny, injustice, and persecution.
