Divya Delhi: After learning from PMAY-U's implementation flaws, the Union ministry of housing and urban affairs  has ordered PMAY 2.0 DPRs to incorporate infrastructure services and handover dates. In its action taken report on the standing committee on housing and urban affairs recommendations, the ministry said PMAY "states have been advised to complete the basic infrastructure facilities in these either through their own resources or by converging with other central/state schemes so that they may be delivered to the eligible beneficiaries in time." Report: "AHP projects under PMAY-U 2.0 must have comprehensive DPRs that include housing, infrastructure, and dates for completion and handover. States/UTs must provide schools, healthcare, green space, and recreation in inexpensive housing zones. AHP projects' 3rd/final Central Assistance installment will be released(d) upon completion certificates for projects/blocks and infrastructure. In December 2023, the standing committee, led by Janata Dal (United) lawmaker Rajiv Ranjan Singh, raised the issue of MoHUA claiming PMAY housing units as "completed" without basic amenities like roads, sewerage, water, and electricity. The ministry reported that the third and final PMAY 2.0 central government assistance instalment will only be given if Completion Certificates are issued for each project/block, including accompanying infrastructure.
