While these steps are significant, the opposition's response is perhaps more so. After all, this may be a fight for certain parties' political foundations. Start with Gurugram. As hundreds of Bengali-speaking migrant workers have fled from job sites in recent weeks, the millennium city's construction and service industries have suffered. Despite the government's detention of a few hundred people for verification, most families have fled, selling their valuables and leaving without warning. Why would so many people escape if safe? Police investigations show that only a few detainees were discovered to be lacking appropriate documentation, the others were spared. The pre-emptive flight shows that even individuals on the right side of the law are uncertain, that their documentation may not withstand inspection or that networks of bogus papers are more prevalent than imagined.
