However, the stampede on June 4 occurred outside the stadium gates and was not a public order incident. In the last 18 years, IPL franchise cricket has grown significantly. An RCB executive unilaterally tweeted a parade and celebration at the KSCA stadium at 7am on June 4, causing the catastrophe. Fans gathered at the stadium as the chief minister, deputy CM, home minister, and police discussed the announcement. Due to weariness from the previous night, the police commissioner expressed worries regarding event management. RCB management circumvented the commissioner and contacted the powerful deputy CM despite these concerns. The stadium's 30,000-person capacity was overwhelmed by a huge throng without authorized consent.
